The junior college New Odisha Higher Secondary School, Gaibira was founded in 1989 by the Roman Catholic Missionaries belonging to the Christian religious society called SVD (Sociatas Verbi Divini) in Latin and The Society of the Divine Word in English. Initially it was known as Bishop Herman Westerman's college after the name of the Bishop of the Diocese of Sambalpur at that time. But officially it was named New Odisha Higher Secondary School, Gaibira because it was attached to New Odisha High School, Gaibira which was established in 1955 itself by the same religious congregation.
At that time, there were no colleges nearby. After High School the students were going to Sundargarh, Rourkela and Sambalpur for college studies, which were far as well as expensive for poor people of this locality mainly Scheduled Tribes, Scheduled Castes SEBC and OBC. Hence, there was a great need for junior college and began with a humble beginning with few extra class rooms which were lying vacant in New Odisha High School, Gaibira. But as per the government notification it was separated from High School to a new location called Babudih in 2001.
There was only Arts Stream in the beginning with three optional subjects with 64 seats: History, Political Science and Economics, and compulsory MIL Odia and English languages. The optional subject "Education" was added in 1993. Later on, as the years passed by, CHSE introduced 4 elective subjects to be studied by the students. Hence the new subject "Sociology" was introduced with 64 seats. Thus Junior college went on improving in quality and quantity. More and more students flocked for admission. Many students could not take admission due to less sanctioned strength. Therefore, sanctioned strength was increased from 64 to 128 in 1994 and from 128 - 192 in 2009 for all the subjects except Sociology.
