The inhabitants of the Panchupalli area had proposed to start a co-educational institution in a public meeting held on dtd: 20.06.1993. The substantial donation to start the college was given by Sri Bhima Balabantaray and the villagers of Panchupalli area. The donations were also contributed by the generous and eminent persons from time to time. At that time there was no college in this locality under the Chilika Block, Khordha to spread higher education for a greater interest. It was really a great pride for the people of this area.

     In the beginning, the college was running in P.S., High School, Ankulachati, Khordha. After one year the college was shifted to its newly constructed building (Tin House) at "Samantsingharpur Mauza". Then the college completed its pucca building and now functioning in the double storied building in the heart of ten feeding high schools with 10(ten) acres of land. The college got its first temporary recognition by the Govt. of Odisha and first temporary affiliation from C.H.S.E, Odisha, Bhubaneswar from the session 1994-95 to impart education for +2 courses in Arts in subjects with strength such as: English-128, M.I.L (O)-128, Ecnonomics-128, History - 128, Political Science - 128, Oriya- 128, Education-64 and Sanskrit-64. The college got permanent recognition and permanent affiliation in the year 2003-04.

     It is pride to note that, the college is declared as an aided college under G.I.A 2008. The college has a management according to the Odisha Education Act. Though the college is in a slow substantial growing stage, it is still striving very hard to become one of the prestigious educational institution in the state.
