Established in 1988 as Panchayat Samiti Mahavidyalaya, Karlapada. It is situated near "Domuhani" of Karlapada Panchayat under Sadar Block (Bhawanipatna) Kalarapada in the state of Orissa where most of the area dominated 64 scheduled caste and scheduled tribles population and the Institution promise to up lift the rural population into the main stream by did not of hard work and excellence through imparting higher Education to full fill its objectives.

From a small student strength of 24 in 1988, It extend up to 64 in 1991 then the college has made an alarming strength of 256 in both +2 1st Year Arts and +2 2nd Years Arts. It provides teaching facility in 07 subjects.
